Unfortunately it's a 2003 film called Rats,not the 1982 film Deadly Eyes which was based on James Herbert's novel.

I remember seeing Slugs at a horror festival at the Scala many moons ago. An amusing film for all the wrong reasons.

The Stuff defo is the anchor bay, same as Frogtown,
