What you are confusing here is the differences between the US R-rated and Unrated versions. The R-rated version is what was submitted over here - indeed, it was the version I imagine that was released theatrically worldwide. It wasn't really until the advent of DVD that we got to see the unrated version. As much as I disagree with the BBFC at times, it's unfair to blame them for cuts they never made. RoboCop 2 & 3 did suffer minimal cuts, though, amounting to a few seconds.
