Yup, it's a known fact that Rome was full of men with glorious Mark Shannon-type facial hair, along with overly 80's hair-do's!

The last time the BBFC saw D'Amato's Caligula: Untold Story was in 1987. They haven't seen it since and, although it would be cut, it certainly wouldn't be rejected today.
