The Daleks for the most part and the Sontarans (at least in The Sontaran Stratagem/Poison Sky, deeply under-rated Story and 2nd best Sontaran design behind Linx) aside I'd sadly have to agree. The Cybermen initially were a victim of this as well until World Enough and Time/The Doctor Falls (their worst appearance being the horrible Nightmare in Silver: Matt was the one saving grace in that Chibnall written Story, God forbid it had the current TARDIS crew instead).
