Spoorloos (The Vanishing) is my favourite from this year, but there's no doubt it's a debatable 'horror'.

After that, They Live or Evil Dead Trap, the best Japlish cash-in name ever.

I'm gonna go with either Serpent or Lair, the thought of being buried alive is terrifying and no matter what the critics said, I thought Wes Craven did a fantastic job with this film, any man who doesn't find the nail through the scrotum scene unbearable has some serious balls(pun intended)! As for Lair, I agree that this is up there with The Devils and nobody can deny how hot Amanda Donahoe is in this film(in fact she still is now, as seen recently in Emmerdale over here in the UK)!
I haven't seen They Live for years, I seem to remember enjoying it when I saw it though, now added to the ever growing wish-list

Spoorloos is one of the scariest films I've ever seen due to the obsessive nature of both the protagonist and antagonist and the ending is probably the most frightening ending of any film ever made.
