This may have already been answered, but this sounds like the scene from 'Brutes and Savages' - a bit of a guilty pleasure for me. I'm a big fan of the traditional Mondo movies (not so much the American death films that followed). Beyond the controversy of some of their images they are mostly remembered for, I think they represent some great filmmaking talent (J&P, Climati, Morra, Castiglioni's). 'Goodbye Uncle Tom' is the most beautifully shot film ever, but I guess this debate is best saved for another day on a more relevant thread...
As for the 2 films in the thread title: I like them both!
