On a personal level if it was myself on the receiving end (as has happened many times on here), i certainly wouldn't see it as bullying.
In fact it always pleases me when chat like this happens as it shows a certain level of comfort with your fellow forum members, that you can insult someone you've never met and it coming across as good natured banter.
