It was sent to the international orders. A lot American people ordered from Base because it had the lowest postage option (due to a mistake) and now they're all moaning on blurage because their orders have been cancelled, they even think that this new rule was made specifically to get out of the postage price screwup, I'm not convinced that's the reason.
