Pulse's 18 certificate was awarded in 1989, and still stands until someone pays to have the film reclassified. It would almost certainly be lower today, but it would cost several hundred pounds to find out and I imagine Eureka has better things to spend their money on.
When I produced the Arrow edition of Don Siegel's The Killers, I was truly baffled by the 18 video certificate - a tougher classification than it received in 1964, when an X admitted under-sixteens - but we weren't targeting the teenage market, there was no legal reason to resubmit, and if I remember rightly the cost of licensing an archival interview with Siegel came to pretty much what the BBFC would have charged.
