Nice level of detail regarding the Master's identity in
Frontier in Space.
I only rewatched it on Blu-ray a couple of weeks ago and The Master simply appears, walks in through the door says he's the Commissioner and hands over the document.
The document could have been signed 'Commissioner Sleer' for all anyone would notice.
