I think the 3rd would have been better if Kelsey Grammar was the villain

Sci- Fighter (2004, Art Camancho)

The 'rock and The Dragon? Provisionally sold
A mish mash of VR and kicking. Our Cynthia is a top level governmental something or other. Her cohort has invented ... spraying a Gamecube black (with attached bicycle helmet!!! ) ... which has REALLY great graphics . Cue villainy and mayhem (and revealing floaty dresses) the like of which in my life etc etc. Remade as Ready Player One ... see this instead

Martial Law (1990, S.E. Cohen)

The 'rock battles her heart, various scumbags, David Carradine and Benny The Jet in this slightly sluggish actioner stroke thriller. Spiffing opening sequence and a Cockernee Asian villian still make it a recommend.

Shakedown (1988, James Glickenhaus)

AKA Blue Jean Cop. SBU. On 42nd St to boot!! Corruption is uncovered by a hotshot lawyer when he takes on the case of a felon charged with the murder of an undercover policeman. And SBU . One of Shapiro/Glickenhaus' saner films.

Yeah Glickenhaus was a great action director!

Watched The Soldier and The Protector recently-both still superb!
