Cthulhu and Seagal! Could be one and the same. Although i'm not sure Cthulhu wears a big coat every minute of the day.

A load (2 ) of swarthy types swarm into the unsuspecting arms of Uncle Sam. Before you can say "sleeper cell" the bullets are flying. Frank Stallone and Cameron Mitchell fight over top billing. Essential grimy exploitative nth tier slime. Form a disorderly queue!! SBU.
