The Austrian XT DVD is not cut in the mentioned scene (though missing a few frames here and there); you're referring to the German "Starlight" DVD, which is otherwise supposed to boost a better pq than the Austrian disc.
It's worth mentioning that in the case of the "nanny scene", we're talking just 0,8 secs of cuts:

Punisher, The [1989] - Schnittberichte.com (Zensur-News und Schnittberichte zu mehr als 6000 Filmen und Spielen)

Still, the varying versions of this in the German language territory can get a bit confusing indeed.

Here's a difference between two Austrian editions:

you're saying those frames have not been cut and removed?
is the HARDBOX dvd the better version than the METAL PACK dvd?
I guess there's not a full and complete dvd version of this movie to be sold?

either they reliese the full uncut version or not?
why write on the cover it's full uncut when it's missing certain scenes!
I don't get it?

German 18 year ungeschnittene fassung dvd's are they the same crappy versions like XT-VIDEO?

I had both versions and for the life of me I couldn't see a difference. I must have blinked at that shot.

It's frustrating to read this. I thought the R1 disc was uncut.

I guess the metal pack dvd version with the 3D cover should be avoided because the missing frames?

In the case of the Austrian DVDs (or the German Starlight DVD for that matter) we're really just talking about a few missing frames which only die-hard "Punisher" fanatics with an eagle eye could spot, so for the time being they're probably as close to a "complete unrated" version as we're likely to get- in the near future anyway.

yeah better than nothing, right?
is it possible to dump billions of mass-emails to US Artisan studio, so they can reliese the DIR CUT version?

It would be Lionsgate now. You'd probably have a hard enough time trying to get them to release the unrated version. But then again, if they can give The Wraith a special edition dvd......

There's a Starlight version on Amazon.co.uk.
