Were the UK distributors trying to avoid getting hassled by the censors when they retitled this one THE 18 YEAR OLD SCHOOLGIRLS?

If you mean Jack Hill's THE SWINGING CHEERLEADERS from the Anchor Bay set, it's an unrelated film.
