Yes. There's a note at the start of the film that this fault appears in the original master negative, and as such, was not something that could be repaired or rectified, even with today's digital technology. The only solution was to leave the errors in, or edit the film. Arrow wisely decided to leave the errors in.

These arrows appear in all version of DEMONS 2, so it's not as if this is something that Arrow can be held responsible for. It's a fault with the original camera negative, so all prints have the same fault apparent in them.
