Just opened my Motel Hell and the package is lovely, beautiful and utterly shit to hell! A massive crack and tear down the plastic spine with damaging to the holders and booklet.

Will Arrow replace it for something like this?

No. It has no extras at all. Not even subtitles!
In fact, disc 1 has "The Sun" written across the top, so someone must've lost the original disc (which had no extras anyway, according to the back of the case) and replaced it with a DVD that was a free giveaway in The Sun (which, btw, has no chapters )

Is it direct from Arrow? I'd be surprised if they didn't.

This is the set I've got. No extras at all. It's a cheap cinema club (do they even still exist?) release. The lenticular set was an Anchor Bay set that came out around the same time as the Hellraiser Cube.
