This is an easy choice for me. I Shot an Arrow has a lot of problems I think. Watchable, but one of the weaker episodes of the first season. Monsters however has it all.

My vote goes to The Monsters are Due on Maple Street

Whilst both episodes deal with the issue of fear and mankind's survivalist instincts (and to a large extent paranoia) very well, Monsters handles it so much better than Arrow.
