Bill's unwillingness to ship abroad has nothing to do with licenses - all his discs are ABC (as far as I am aware). He just can't be bothered with the hassle and uses 'North American only rights' as an excuse. If he truly only had NA rights he'd be contractually obliged to lock his discs.

His business model baffles me as you'd think you'd want to sell as many copies as possible, regardless of where the purchaser lives.
