No, because it's already out on a UK Blu-ray.

As far as I'm aware, MGM only licences titles that they haven't already put out on a particular format - which is why Arrow can sometimes only licence the BD rights (i.e. because a UK DVD already exists).

Hadn't Dressed to Kill recieved a blu ray yet in UK?

Yes i was, hence "had not" instead of "has not"

Who Dares Wins had a prior UK blu ray. I think King of New York as well?

Otherwise, all premiers, including those that had US releases a while back

The prior release of Who Dares Wins was released by Arrow (Films), they then re-released it under the Arrow Video banner.

King of New York had been released in the US on Blu but not in the UK.

I think the only example of a 'true' prior release where Blu is concerned was Time Bandits, which was previously released by Optimum / Studio Canal in the UK before Arrow released their remastered version. The forthcoming release of Withnail and I will be the second example.

Damn I'm an idiot, I was thinking of Australia's release of KONY, also I was staring at Time Bandits on my shelf and thought. "Nope! that was an American one"
