Well, I'd think you say hello to lower their guard taking them by surprise, then mug them, and once you have their stuff, add insult to injury by laughing and legging it.

That's just me there, I'm sure there's someone out there more in favor of laughing at them, mugging them then saying hi

Laughing first would confuse them, making the mugging easier, then saying 'Hi' last would leave them as baffled as when you first laughed at them, so that approach might work as well.
