Downtime

Yes, that one.
Enjoyed this tbh.
A group of people who have a few things in common come together to fight off an old adversary ... using the current technology to bolster this threat, a cult yearns to do their bidding (bloody students! ) blocking this teams efforts until the stalemate is broken. Daft as anything but the lore wasn't torn asunder in order to promote an ideology ahem.

I was getting Downtime confused with Shakedown when you mentioned it, a random VHS I picked up at some point, something to do with the downs.
As opposed to the bends...

Yeah I got Downtime in the mid 90s on VHS and now have it on DVD. I've always liked it. The budget is ubersmall but Nick Courtney carries it easily and it's superior to a lot of New Who!

The cover art by Paul Campbell for the Virgin New Adventures novel Parasite, by Jim Mortimer. It features Sylvester McCoy's Doctor, Ace as played by Sophie Aldred and new fiction companion Bernice Summerfield who is depicted on the cover.

Parasite was the 33rd New Adventures book and was released in December 1994.
