Actually, the costume was Lalla Ward's choice, as she thought it would appeal to schoolgirls.

Apparently, that is one of the reasons Tom Baker wasn't impressed with the filming of 'City Of Death'

First time shooting on location, and people were giving much too much attention to the pretty girl in the gymslip and boater, and ignoring the eccentric man in the long scarf and floppy hat!

I'm really liking it, Susan.

I read the specs to each one and think 'Did i watch that?', 'i missed that Easter egg' and such like. All a bit annoying really.
