It is Keith Moon and if you search for "Jon Pertwee and Keith Moon" you will find trhis picture on pinterest, I do not have an account so I can only see the preview and the description says it was taken at the the rehearsals for the December 1973 version of Tommy at the Rainbow Theatre...

Edit: Funny coincident, you said "oddity" and te third man on the picture is called Bill Oddie

I totally agree. I think it's because the Cybermen under Moffat's design are nowhere near as imposing as those Invasion ones. They look a bit pathetic and have done since i first clapped eyes on them in the godawful Nightmare in Silver. They are too small in size and have too much design on them.

Russel T's Cybermen looked a lot more imposing i thought.

As a synopsis it tells you absolutely nothing. Which could mean loads will happen or it will be a damp squib that basically has nothing to say and no story.
