It's possible that permission was sought for 'Death In Heaven' because the Cyber Brigadier was the same character but (if the story is true) maybe they didn't bother with permission in 'Twice Upon A Time' because it was just the character surname that was used, and they thought it might be ambiguous

The story was originally in the Mirror a couple of days ago.

Andy Frankham-Allen, Creative Director of the Haisman Literary Estate(Doctor Who) has tweeted in response to the the 'issuing threat of legal action' story;

"Did we? Must've been in a parallel World then, as this is the first I've heard of it." and later "To be clear, there is no 'row' and nothing has been 'threatened'." Bleedin' Mirror!

She also appeared as a nurse in 'Doctor Who And The Silurians' and Mrs. Croot in 'Love And Monsters'
