2 episodes in and I'm genuinely impressed. Superb score. Great acting, cinematography and framing of shots combined with a plot that has me hooked. REALLY hope this maintains its quality.

But if you are investing in a box set £20 is better spent on 22 episodes on 8-10.

Depends, I'd rather 8-10 solid episodes. Ideally I'd rather 22 or 24 solid episodes but only a few shows ever pulled that off. And even then not season after season. With something like Penny Dreadful i don't mind it only being 3 series because i know it apparently has an ending and it was a conscious decision to stop wherehas something thats got cancelled and left hanging I'm unlikely to ever bother with.

I suppose the best ones are series like Sons of Anarchy where it was an ongoing story. It's the series where they can do villain of the week that can have filler.

I love it. As to is it worth your time, i would say yes. Did you like The Shield?

I suppose it depends if you like that whole rock n' roll rebel, biker, gangs, strip clubs, drug wars, devious politicians sort of thing.

I would say hell yes. It's basically Hamlet told with biker gangs and terrorist organisations. It is superbly written and crafted, with top-notch acting by everyone involved.
