Ireland made the surprising decision to pass Cannibal Holocaust uncut in 2006, they clearly aren't bound by any cruelty laws but usually in controversial cases simply pass the BBFC cut version.
It was also passed uncut in Australia in more recent years...this country having cut cruelty in the past. The OFLC also passed Ferox uncut as well.
