If you believe the hyperbolic copy they had on that indigogo page it is. The reality of it is that most of the films that they've already put out or would eye for release have already been scoffed up by other established labels.

I certainly don't have anything against Arrow and have and will continue to buy the company's releases but they've set themselves up for a big fall in the US, IMO. They're entering too late in the game and that cringe-inducing Indigogo copy in which it was mentioned that they (and I'm paraphrasing) were going to "show the U.S. companies how it's done" was as arrogant as it was naive.
