I don't think they issue CA for films over there. That's the nice thing about the BBFC, they give you so much info on their site eg why the film was cut, how much was cut, does the film contain strong violence etc. No other website in the world gives out this amount of info. The MPAA site is useless. Apparently HOLOCAUST was passed uncut in Ireland after it was previously banned. By the way they also have a VRA as well.
Can't say I've ever seen a UK DVD where the Irish rating is higher than the BBFC rating on the cover, although I have seen it on the inside of the packaging. They shouldn't be allowed to have the Irish rating higher on the cover.
As far as allowing the Irish rating, presumably this is all down to the VPRC.
