It is a tough one, but completely subjective. As far as I'm concerned, the Indiana Jones films are action-adventures, so qualify as action films, though they aren't as associated with the genre as something like Missing in Action 2, Commando or The Killer. Buddy cop movies such as Red Heat, Lethal Weapon, Beverly Hills Cop, or 48 Hrs. could feature quite heavily because they are so action-oriented.
