I would consider it an extension of a puppet in the very loose definition of 'toy'. I know it's a bit of a stretch but if it helps anyone struggling to make a top 10 then I don't mind.
If you look at the definition on Google: "an object for a child to play with, typically a model or miniature replica of something", then the latter part would/could extend to a puppet or ventriloquist's dummy which is a replica of a human being.
I realise it's a semantic argument but the nature of toys sometimes is semantics, such as whether a model train is for playing with or only for display and serious attention. In that respect, I think
The Lego Movie is a clever exploration of what constitutes a toy or play.
