The BBFC only waive cuts if there's a shift in BBFC policy/guidelines or if the film no longer has the impact or shock that it originally had.
If the original ISOYG was resubmitted now it would receive less cuts than before but still heavy ones. The accent on the nudity is as much a problem for the BBFC as the footage of the rapes themselves. The 2nd rape (the 'rock rape') would still suffer the heaviest cuts.
