Good question. Critics hated R.I.P.D. and it was a box office bomb. Maybe they're hoping people will watch a sequel with a different cast, but if people weren't interested in watching a film starring Ryan Reynolds and Jeff Bridges they are going to need some really popular names linked to the project to entice people to buy this straight-to-video follow-up.

It has perplexed me. I know the Doom film flopped, but I could understand why they would make a small sequel. Keep the budget low enough, and enough curious viewers from the massive Doom fanbase would guarantee a profit.
