No-one said he did. It was just mentioned here that it won awards. Just a bit of miscommunication.

Wasn't there an announcement about somebody releasing People Under The Stairs on Blu soon a few months back?

Actually people were making guesses on the basis of the film being 'award winning' with The People Under the Stairs being dismissed due to not being 'award winning'. It did look like this had been mistranslated from 'horror classic' a la Chinese whispers

Arrow have acknowledged on the extras on Motel Hell that The People Under the Stairs is coming from them.

I'd consider The People Under the Stairs a horror classic. Craven's best film, in my opinion.
