General consensus is that the picture refers to 'Cat O' Nine Tails' (even tho it's a fox, and there are only two tails!)

As the character is 'Tails' from the Sonic the Hedgehog games, my initial guess was Twice Told Tales, which hasn't had a UK Blu-ray release yet.

Could be the unbelievably shite Street Fighter film from 1994.
Here’s why: Miles ‘Tails’ Prower is from the Sonic the Hedgehog games, first appearing in Sonic The Hedgehog 2 in 1992. Sonic gets his name because of his speed, as in sonic boom. Sonic Boom was the special move of Guile from the Street Fighter video games, particularly Street Fighter 2, Colonel Guile in the film was played by everyone’s favourite Belgian actor Jean-Claude Van Damme, who also starred in Double Impact, being hit in the face by Tails’ tails would be a double impact in the face
