Two things. One the image says DoctorWhhumour slap bang in the middle of it and secondly that photo was a subscribers cover of an issue of Doctor Who Magazine.

Honestly it was my first thought when they announced that they were bringing David Tennant back that they would do a spinoff with him (that and also proof how desperate they were getting for ratings)

The Witchfinders was easily the best story from that first season with The Woman who Fell to Earth second and Kerblam! and Arachnids in the UK a distance behind in joint third. The rest i have no desire to see again. All four would be seen as run of the mill stories in most series between 2005-17.
