I've never seen it as this to be honest. More like a revolt by the fish people against their masters, so to speak.

Polly, being one of my favourite companions, gets a raw deal throughout and the script just has her generally screaming or crying.

I like The Space Museum and Delta and the Bannermen so i can't say you are wrong for enjoying this.

Not only in this story, but in the BBC archives! There is only one full story that features her and Ben - 'The War Machines', which introduced them. Other than that, they are poorly represented (by my reckoning, out of the 42 episodes she appeared in, 28 are missing)

She doesn't just scream and cry in The War Machines, The Smugglers nor The Highlanders.

The Smugglers audio edition is highly recommended if you don't have it.

As for your namesake, be careful how you tread.

Weren't we all!

She's very independent in The War Machines actually, a real swinging 60's chick. Just because of the Wotan thing doesn't mean she screamed and cried throughout...she didn't.
